Achievements of the Center for Innovation and Policies in Moldova in 2024
In 2024, the Center for Innovation and Policies in Moldova (CIPM) secured a grant from the European Commission under the ERASMUS+ program. This grant supports the development of essential professions in the construction sector, with a focus on restoring the architectural monuments of the Republic of Moldova. The project, titled “Preparing the Past for the Future: A Capacity-Building Initiative in Technical Vocational Education for Monument and Building Restoration”, brings together an international consortium of six entities from four countries.
From the Republic of Moldova, the project is implemented by the Center for Innovation and Policies in Moldova (CIPM), the Chisinau Construction Excellence Center, and Vocational School No. 7 in Chisinau. At the European Union level, the partners include BK Plus Europe (Cyprus), Zespół Szkół Budownictwa Nr. 1 (Poland), and the Riga School of Art and Media (Latvia).
Together with consortium members, the following key results were achieved:
Development of Two Occupational Standards
These standards outline the competencies required and labor market demands for the field of architectural monument restoration:
Restorer of Decorative Plaster and Moldings

This standard is designed for skilled workers and details the tasks and technologies used in applying decorative and protective layers to the interior and exterior structures of historical buildings.Building Restoration Technician

This document is intended for technicians responsible for organizing and managing restoration works and ensuring compliance with specific technologies.
Both standards were approved by the Ministry of Infrastructure and Regional Development and published in the Official Gazette:
Development of Two Qualification Standards
Qualification standards were created for the roles of Restorer of Decorative Plaster and Moldings and Building Restoration Technician. These documents describe the learning outcomes required to obtain the qualifications and the evaluation conditions. Both documents are scheduled to be published on the Ministry of Education and Research’s website.
Project Impact
The developed standards provide a solid foundation for professional training in the restoration of Moldova’s cultural heritage. They offer a clear and secure framework for future specialists, enhancing the capacity for preserving national heritage.
Through these achievements, CIPM continues to make significant contributions to the development of vocational education and the preservation of Moldova’s cultural heritage. This project marks an important step in aligning technical education with labor market needs and preparing specialists for the future..
Outlook for 2025
In 2025, the project will focus on:
Updating curricula for qualifications in monument and building restoration;
Developing modern educational materials;
Promoting these qualifications and integrating them into the vocational-technical education system.
